EWS certificate eligibility
EWS reservation is for General-category candidates not already covered by SC/ST/OBC quotas, whose family clears an income test AND owns none of a short list of disqualifying assets.
The certificate is issued under DoPT Office Memorandum No. 36039/1/2019-Estt.(Res.), dated 31 January 2019 — the central rule every state's own EWS process is built on. Below is exactly what that memorandum says, not a paraphrase from a coaching site.
the income test
Gross annual family income below ₹8 lakh
Income "from all sources i.e. salary, agriculture, business, profession, etc." for the financial year before the year of application must total less than ₹8,00,000 for the family (defined below). Nothing is excluded from this count — a mistake worth flagging because the OBC non-creamy-layer test, which also currently uses ₹8 lakh, excludes salary and farm income from its version of the same number. The two are not interchangeable.
the asset test
Disqualifying assets — regardless of income
A family that clears the income test is still excluded from EWS if it owns any of the following. Holdings across different locations or cities are added together before the test is applied.
| Asset | Disqualifying threshold |
|---|---|
| Agricultural land | 5 acres or more |
| Residential flat | 1,000 sq ft or more |
| Residential plot — notified municipality | 100 sq yards or more |
| Residential plot — elsewhere | 200 sq yards or more |
who counts
The "family" whose income and assets are tested
The applicant, their parents, and their siblings below 18 years of age, as well as the applicant's own spouse and children below 18. An adult, independently-earning sibling's income is not added to the test.

Where this comes from
DoPT Office Memorandum No. 36039/1/2019-Estt.(Res.), dated 31 January 2019, Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, Government of India — the central instrument creating EWS reservation and stating the income and asset criteria above. Cross-checked against a state implementing order (Delhi Revenue Department, O.M. No. F.87(118)/CCS/HQ/EWS/Rev/2019) that reproduces the same criteria verbatim.

questions
Frequently asked
What is the income limit for an EWS certificate?
Gross annual family income below ₹8 lakh, for the financial year before the year you apply. Per DoPT Office Memorandum No. 36039/1/2019-Estt.(Res.) dated 31 January 2019, this figure explicitly counts income from every source — salary, agriculture, business, profession — with nothing excluded. That's a real point of confusion: it's the opposite of how the OBC non-creamy-layer test treats salary and farm income (see below).
Does owning land or a house disqualify me even if my income is under ₹8 lakh?
Yes. The same memorandum excludes a family from EWS status regardless of income if it owns any of: 5 acres or more of agricultural land, a residential flat of 1,000 sq ft or more, a residential plot of 100 sq yards or more in a notified municipality, or 200 sq yards or more anywhere else. Property the family holds across different cities or locations is added together before this test is applied — you cannot split the same holding across addresses to stay under the limit.
Whose income and assets count as 'family' for EWS?
The applicant, their parents, their siblings below 18, and their spouse and children below 18. An adult sibling's own income or a married sibling's household is not counted — only parents, the applicant's own spouse/children, and minor siblings.
Is EWS the same as OBC non-creamy-layer?
No — different reservation category, different rules, and the income test itself works differently. Both currently cite ₹8 lakh, which is why people conflate them, but OBC-NCL's ₹8 lakh test (see our OBC-NCL certificate page) excludes salary and agricultural income; EWS's ₹8 lakh test explicitly includes both. EWS is also only open to candidates NOT already covered by SC/ST/OBC reservation.
How long is an EWS certificate valid?
The central memorandum doesn't fix a national validity period — states set their own issuance rules. As one example, Delhi's implementing order (Office Memorandum No. F.87(118)/CCS/HQ/EWS/Rev/2019, issued under the central OM) states a certificate is valid only for the financial year in which it's issued: apply in May 2019, and it's built on 2018-19 income but expires 31 March 2020. Check your own state's e-District portal for its exact validity window before assuming this applies everywhere.
